Maryland Department of Health does not license tattoo and body piercing businesses, there are however disease control and signage regulations applicable to skin-penetrating body adornment procedures in the Code of Maryland Regulations.
While there are no statewide body for licensing of permanent cosmetics that could be located, some counties or municipalities do regulate. For example some local jurisdictions regulate tattoo and body piercing under local ordinance (this list may not be complete or up to date, so check with the local health department to be sure): Allegany County (Chapter 487), Baltimore City (Health Code Title 13), Calvert County, Worcester County (PH 1-103).
Contact your local Health Department to determine if there are local regulations that apply to your business location.
There are, however, disease control and signage regulations applicable to skin-penetrating body adornment procedures in the Code of Maryland Regulations 10.06.01.06 (see below):

Microblading
Under COMAR 09.22.02.03.F; Cosmetic tattooing is prohibited in any full service or limited practice salon or in regard to any salon-sponsored services. Tattoo means to prick, pierce, or otherwise enter the skin or mucous membrane of an individual for the purpose of inserting pigments or raising scars. Microblading and other forms of permanent, semi-permanent, or long-lasting make-up are all cosmetic tattooing.
